بررسی سیاست‌های کلی اصل 44 قانون اساسی جمهوری اسلامی ایران از منظر اقتصاد مردمی

چکیده

اقتصاد مردمی به عنوان یکی از مولفه‌های اصلی اقتصاد مقاومتی مطرح است. در میان سیاست‌های کلی که تاکنون ابلاغ شده، سیاست‌های کلی اصل 44 قانون اساسی بیشترین قرابت را با مردمی شدن اقتصاد دارد و از این رو بررسی آن از منظر اقتصاد مردمی دارای اهمیت است. در این پژوهش بررسی این سیاست‌ها از منظر اقتصاد مردمی با روش موردکاوی کیفی صورت گرفته است. بدین منظور ابتدا تعریفی از اقتصاد مردمی ارائه شده که بر اساس این تعریف اولویت در مردمی‌سازی اقتصاد این است که تامین کالاها و خدمات توسط بخش خصوصی و اقتصاد اجتماعی انجام شود و ورود بخش عمومی به فعالیت اقتصادی تنها در صورت شکست دو بخش مذکور مجاز است. صرف نظر از این اولویت‌بندی، مردمی‌سازی اقتصاد در سه محور مالکیت، مدیریت و سهم‌بری و در دو سطح اقتصاد کلان و بنگاه انجام می‌شود. بر اساس این مفهوم از اقتصاد مردمی، سیاست‌های کلی اصل 44 قانون اساسی دارای کاستی‌های جدی است و با توجه به دلالت‌هایی که در سایر اصول قانون اساسی برای مردمی‌سازی اقتصاد وجود دارد، پیشنهاد می‌شود سیاست‌های کلی مردمی‌سازی اقتصاد تدوین گردد.

چکیده [English]

Economic democracy is considered as one of the main components of resistive economy. Among the general policies that have been announced so far, the general policies of Article 44 of the Constitution are most closely related to the democratization of the economy, and therefore its study is important from the perspective of the economic democracy. In this research, these policies have been studied from the perspective of economic democracy with a qualitative case study method. For this purpose, first a definition of economic democracy is presented, according to which the priority in democratization of the economy is that the supply of goods and services is done by the private sector and social economy, and the public sector is allowed to enter economic activity only if those two sectors has failed. Regardless of this prioritization, democratization of the economy is done in three axes of ownership, management and sharing and in two levels of macroeconomics and firms. Based on this concept of economic democracy, the general policies of Article 44 of the Constitution have serious shortcomings, and considering the implications of other principles of the Constitution for the democratization of the economy, it is suggested that general policies for the democratization of the economy be formulated.
