چکیده

تحقق اهداف پیشرفت و عدالت، مستلزم توجه به جزئیات و اقتضائات زمانی و مکانی این مفاهیم است؛ ضرورتی که باعث شد تدوین الگوی اسلامی - ایرانی پیشرفت در دستور کار مدیریت ارشد نظام قرار گیرد. بی شک از محورهای مهم این الگو، توجه به ابعاد فضایی پیشرفت و عدالت و مقتضیات و ویژگی­های مکانی پاره­ها و افرازهای جغرافیایی کشور است. در پژوهش حاضر مقدمه­ای بر مفهوم، فرآیند و چارچوب برنامه­ریزی در الگوی اسلامی - ایرانی پیشرفت منطقه­ای ارائه گردید. در تلاش برای پاسخگویی به دو سوال مطرح شده در حوزه­های نظری و کاربردی در تشریح اولا جایگاه مفهوم پیشرفت منطقه­ای در مبانی پیشرفت اسلامی - ایرانی و ثانیا اصول و فرآیند برنامه­ریزی در الگوی منطقه­ای پیشرفت اسلامی - ایرانی این نتایج حاصل شد که الف) الگوی اسلامی - ایرانی پیشرفت منطقه­ای، چارچوبی برای تعیین مسیر حرکت اقتصاد مناطق کشور، هم راستا با جهت گیری اسلامی - ملی پیشرفت و مبنای آن نظریه عدالت اقتصادی منطقه­ای و معیارهای کلی آن، تحقق عدالت توزیعی و تخصیصی در سطوح منطقه­ای و بین منطقه­ای است. ب) اهداف الگوی اسلامی - ایرانی پیشرفت منطقه­ای (در ابعاد اقتصادی) را می­توان در چهار عنصر افزایش تولید، ارتقاء بهره وری، ارتقاء دانش و فنآوری و ارتقاء رفاه عمومی خلاصه نمود. ج) به منظور کاربردی سازی بیشتر، اهداف عدالت اقتصادی منطقه­ای و یا همان ابعاد پیشرفت منطقه­ای در الگوی اسلامی - ایرانی را می­توان در قالب بیان جدیدی از مفهوم رفاه منطقه­ای باز توضیح نمود. د) اجزای عملکردی الگوی منطقه­ای پیشرفت اسلامی - ایرانی بر اساس مطالعات مربوط به وضعیت موجود منطقه در خصوص معیارها و سطوح رفاهی فوق، تحلیل­های آسیب شناختی در دو حوزه آسیب­های منعبث از کمبود امکانات و آسیب­های منبعث از ناکارآمدی فرآیندها صورت می­گیرد.

The successfulness of the progress and justice, as one goal, depends on paying
attention to the details of different places and different times and this has made the
highest authority of the Islamic state to focus on the Islamic-Iranian model of
progress. In addition, one of the important axes of this model is its spatial
characteristics.
This research tries to provide an introduction to the concept, process and planning
framework for the planning regional Islamic-Iranian model of progress. It tries to
answer two questions; which are: what is the role of the regional development in the
Islamic-Iranian model of progress? And, what are the principals of planning for the
regional Islamic-Iranian model of progress? The results show that: 1- The Islamic-
Iranian model of progress defines a framework for development of the different
parts of the country and its base is the theory of regional economic justice. In
addition, the criterion for the regional Islamic-Iranian model of progress is the
fulfillment of the distributional justice in the regional and inter-regional levels. 2-
The goals of the regional development can be considered as: production
enhancement, productivity enlargement, technology superiority and finally the
increase of the social welfare. 3- The goals of the regional economic justice can be
reexamined in the context of the regional welfare which, in different levels. 4- The
components of the Islamic-Iranian model of progress can be found by the study of
the current status of each region, regarding the presented welfare criteria. In this
regards, the challenges available in each region, including the lack of facilities and
the inefficiency of processes, are important as well.
