قاعده ارتباط و سیالیت پول و دلالت‌های آن در طراحی نظام پولی مطلوب اسلام

چکیده
بحران‌های مالی مدرن، ریشه در «گسست بخش پولی از بخش حقیقی» و استقلال بازارهای مالی دارند. این پژوهش با روش تحلیلی-اجتهادی و با هدف ارائه الگوی ثبات در اقتصاد اسلامی، «قاعده ارتباط و سیالیت» را به عنوان یک اصل زیربنایی استخراج و تبیین می‌کند. بر اساس این قاعده، پول ماهیت جریانی دارد و باید پیوسته در خدمت به گردش درآوردن بخش حقیقی اقتصاد باشد؛ لذا هرگونه انجماد (کنز) یا حبس آن در چرخه‌های سفته‌بازی ممنوع است. قاعده مذکور از ترکیب و تحلیل دو حکم روبنایی فقهی به دست می‌آید: ۱. حرمت مطلق رکود پول (کنز) که هرگونه خارج کردن پول از چرخه مفید اقتصادی را ممنوع می‌سازد. ۲. وجوب زکات بر پول‌های رایج که با وضع هزینه بر پول راکد، بازدهی نگهداری غیرمولد آن را منفی کرده و نقدینگی را به صورت سیستمی به جریان می‌اندازد. یافته‌ها بیانگر آن است که نظام پولی مطلوب اسلام، فاقد بازار مستقل پولی است. دلالت‌های سیاستی این قاعده، لزوم گذار بانک مرکزی از جایگاه سیاست‌گذار منفعل به «مهندس جریان اعتبار» را اثبات می‌کند. در این چارچوب، سیاست‌گذار موظف است با حذف بازار مستقل پول و بهره‌گیری از فناوری‌های نوین (CBDC) جهت رصد تراکنش‌ها، جریان اعتبار را مهندسی کند. اعمال ابزارهای سلبی (مانند مالیات بر سوداگری و پول راکد با الهام از ایده گزل) و ابزارهای ایجابی (تخصیص اعتبار صرفاً به عقود مشارکتی و تجاری واقعی)، راهکارهای عملیاتی برای تحقق این قاعده هستند.

The Principle of Monetary Connection and Fluidity: Implications for the design of a desired Islamic Monetary System

چکیده English

Modern financial crises are rooted in the "decoupling of the monetary sector from the real economy" and the independence of financial markets. Adopting an Analytic-Ijtihadi method with the objective of proposing a stability model for the Islamic economy, this study extracts and explicates the "Principle of Connection and Fluidity" as a foundational principle.

According to this principle, money possesses a nature of flow and must continuously serve to facilitate circulation within the real sector; therefore, any form of hoarding (Kanz) or trapping money in speculative cycles is prohibited. This principle is derived from the synthesis and analysis of two specific jurisprudential rulings:

1. The absolute prohibition of money hoarding (Kanz), which forbids withdrawing money from the useful economic cycle.

2. The obligation of Zakat on currency, which, by imposing a cost on idle money, renders the return on non-productive holding negative and systemically channels liquidity into circulation.

Findings indicate that the optimal Islamic monetary system lacks an independent money market. The policy implications of this principle establish the necessity for the Central Bank to transition from a passive policymaker to an active "Credit Flow Engineer." In this framework, the policymaker is obliged to engineer the flow of credit by eliminating the independent money market and utilizing modern technologies (CBDC) to monitor transactions. Restrictive measures (such as taxes on speculation and idle money, inspired by Gesell’s demurrage) and allocative measures (directing credit solely towards real partnership and trade contracts) serve as operational solutions to realize this principle.
