برآورد شاخص توسعه تعاونی‌های تولیدی به عنوان یکی از نهادهای اقتصاد مقاومتی و عوامل اقتصاد کلان مؤثر بر آن

چکیده

در سال‌های اخیر، محدودیت‌ها و موانع متعددی به صورت برونزا بر اقتصاد ایران تحمیل شده است. اقتصاد مقاومتی به عنوان یک راه حل، جهت برون رفت و مقابله با این موانع و محدودیت‌ها مطرح گردیده است. از آنجایی که بخش تعاون، خصوصاً تعاونی‌های تولیدی و توسعه آن‌ها نقش عمده ای در اقتصاد مقاومتی دارد؛ بنابراین، مطالعه، معرفی دقیق و برآورد شاخص توسعه تعاونی‌های تولیدی و شناسایی عوامل کلان اقتصادی مؤثر بر آن از اهمیت خاصی برخودار است. با این هدف، در مقاله حاضر شاخص توسعه تعاونی­های تولیدی به عنوان یکی از نهادهای اقتصاد مقاومتی برآورد و عوامل اقتصاد کلان مؤثر بر آن­ تبیین شده است. در این راستا، با استفاده از روش منطق­فازی به برآورد شاخص توسعه تعاونی­های تولیدی در 5 بخش مختلف شامل تعاونی­های فرش دستبافت، صنعتی، کشاورزی، معدنی و مجموع تعاونی­های تولیدی استان­های ایران در بازه زمانی 1390-1397 پرداخته شد. سپس با استفاده از روش داده­های تابلویی عوامل اقتصاد کلان مؤثر بر توسعه تعاونی­های تولیدی در بخش­های مختلف مورد بررسی قرار گرفت. نتایج رویکرد منطق فازی نشان می­دهد که به طور متوسط در بازه زمانی مورد بررسی استان‌های خراسان رضوی در حوزه تعاونی­های معدنی، مازندران در حوزه تعاونی­های کشاورزی، آذربایجان شرقی در حوزه تعاونی­های صنعتی و استان خراسان رضوی در مجموع تعاونی­ها در کشور جایگاه بالاتری را دارند. به عبارت دیگر این استان­ها به طور متوسط بیشترین شاخص توسعه تعاونی­ها را در بین استان­های دیگر کسب کردند. در مقابل استان­های ایلام در حوزه تعاونی­های معدنی، قزوین در حوزه تعاونی‌های کشاورزی، صنعتی و در مجموع تعاونی­ها پایین‌ترین جایگاه را داشتند. نتایج حاصل از برآورد مدل داده­های تابلویی در استان­های کشور نشان می­دهد که ارزش افزوده بخش­های مختلف تولیدی بر میزان شاخص توسعه تعاونی­ها اثر مثبت و معناداری دارد. در مقابل شاخص قیمت مصرف­کننده و نرخ ارز در بیشتر مدل­ها اثر منفی و معناداری بر شاخص توسعه تعاونی­های تولیدی دارد. بر این اساس پیشنهاد می‌شود برای افزایش تاب‌آوری اقتصاد با سیاست‌های مناسب پولی و مالی و سیاست‌های جانب عرضه، نوسانات شدید در نرخ ارز کنترل و نرخ تورم مهار شود.

In recent years, many restrictions and obstacles have been imposed exogenously on Iran's economy. Resistance economy has been proposed as a solution to deal with these obstacles and limitations. Since the cooperative sector, especially the production cooperatives and their development, has a major role in the resistance economy, therefore, it is of particular importance to study, introduce and estimate the development index of production cooperatives and identify the macroeconomic factors affecting it. With this aim, in this article, the development index of production cooperatives has been estimated as one of the institutions of resistance economy and the macroeconomic factors affecting it have been explained. In this regard, by using the fuzzy logic method, the development index of production cooperatives in 5 different sectors (including handwoven carpet cooperatives, industrial, agricultural, mining, and total production cooperatives) in the provinces of Iran from 2011 to 2017 is calculated. Then, using the panel data method, the macroeconomic factors affecting the development of production cooperatives in different sectors are investigated. The results of the fuzzy logic approach show that, on average, Razavi Khorasan provinces in the field of mining cooperatives, Mazandaran in the field of agricultural cooperatives, East Azarbaijan in the field of industrial cooperatives, and Razavi Khorasan province had a higher position in the total number of cooperatives. In contrast to Ilam provinces in the field of mining cooperatives, Qazvin had the lowest position in the field of agricultural and industrial cooperatives and overall cooperatives. The results of the panel data model showed that the added value of different production sectors has a positive and significant effect on the development of cooperatives. On the other hand, the consumer price index and exchange rate have a negative and significant effect on the development of production cooperatives in most models. Based on this, it is suggested to control extreme fluctuations in the exchange rate and the inflation rate with appropriate monetary and fiscal policies and supply side policies to increase the resilience of the economy.
