More than half a century, in countries facing surplus foreign currency through the use of underground resources such as oil and gas, a fund has been established called the “National Wealth Fund”. In Iran an institution like the National Wealth Fund was established in 2010 called the “National Development Fund". <br />Since the concepts of “development” and “justice” are interrelated, economic justice is one of the most important issues that the National Development Fund faces, because sustainable development does not take place unless the intra-generational and intergenerational justice is established in the society. <br />In this study, according to the importance of justice, the role of National Development Fund in the realization of economic justice has been analyzed. In order to clarify the issue, the criteria of realization of economic justice are collected and the quadripartite principles for the realization of justice are assumed. As in order to take advantage of the experiences of other countries, the structure and function of the national wealth fund in Alaska have been studied. <br />The results indicate that: first, provisions of the statute of the Fund should be changed significantly in order to achieve economic justice; second, the company of “National Development Fund” should be established for the professional management of resources and increasing the diversity in the economic performance. <em>پس از شوک اول نفتی و مشاهده تجربه‌‌‌های خاص در کشورهای نفتی، مانند بیماری هلندی توجه اقتصاددانان به منابع نفت و گاز افزایش چشمگیری یافت. مشاهده آثار منفی بهره‌برداری از منابع نفت و گاز موجب بروز تحولات و اتخاذ سیاست‌هایی در کشورهای صادرکننده نفت شد. یکی از این تحولات در نیم قرن گذشته تأسیس صندوق‌های ثروت ملی در بیشتر کشورهای نفتی بود. یکی از دلایل مهم در تشکیل این صندوق‌ها، استفاده بهینه از منابع نفت و گاز در راستای توسعه اقتصادی و برقراری عدالت توزیعی و بین‌نسلی در کشورها بوده است. در ایران هم نهادی شبیه صندوق‌های ثروت ملی، با نام «صندوق توسعه ملی» در سال 1389 تأسیس شد.</em> <br /><em>در این اثنا، با توجه به این‌که مفهوم توسعه اقتصادی ارتباط تنگاتنگی با مفهوم عدالت دارد، لذا یکی از مسائل مهمی که صندوق توسعه ملی با آن مواجه است، مسئله عدالت است. سؤال مهم این است که نقش صندوق توسعه ملی در تحقق عدالت اقتصادی چیست؟ لذا هدف از تحقیق پیش‌رو ارائه پاسخ مناسب به سؤال مذکور است. در این راستا ابتدا با استفاده از روش کتابخانه‌ای و مراجعه به متون و آثار دانشمندان مسلمان، معیارهای تحقق عدالت اقتصادی در نظام اقتصادی اسلام جمع‌بندی شده و سپس با توجه به معیارهای مفروض، ساختار حقوقی- اقتصادی (اساسنامه) صندوق تحلیل و ارزیابی شده ‌است. نتایج بررسی نشان می‌دهد که ساختار حقوقی- اقتصادی صندوق توسعه ملی، با معیارهای تحقق عدالت همخوانی ندارد و به‌منظور رفع تعارض ساختار جدید که مبتنی بر تأسیس «مرکز علمی-پژوهشی صندوق» می‌باشد، پیشنهاد شده ‌است.</em> https://ies.isu.ac.ir/article_1757_d2cdf047a6674cef251d56544a3cf029.pdf
